<span style="font-family: Arial; font-size: x-small;">FHA-approved lenders received the go-ahead to develop bridge-loan products that enable first-time buyers to use the benefits of the federal tax credit upfront, according to eagerly awaited guidance from the U.S. Department of Housing and Urban Development on so-called home buyer tax credit loans that was released today.</span><a href="http://portal.hud.gov/pls/portal/docs/PAGE/FHA_HOME/LENDERS/MORTGAGEE_LETTERS/2009_MORTGAGEE_LETTERS/09-ML-15%20USING%20FIRST-TIME%20HOMEBUYER%20TAX%20CREDITS.PDF" target="new"></a></p>
<p><span style="font-family: Arial; font-size: x-small;">Under the guidance, FHA-approved lenders can develop bridge loans that home buyers can use to help cover their closing costs, buy down their interest rate, or put down more than the minimum 3.5 percent.</span></p>
<p><span style="font-family: Arial; font-size: x-small;">The loans can&#8217;t be used to cover the minimum 3.5 percent, senior HUD officials told reporters on a conference call Friday morning. </span></p>
<p><span style="font-family: Arial; font-size: x-small;">Thus, buyers applying for FHA-backed financing with an FHA-approved lender that offers a bridge-loan program can get a bridge loan to bring down the upfront costs of buying a home significantly but would still have to come up with the minimum 3.5 percent downpayment.</span></p>
<p><span style="font-family: Arial; font-size: x-small;">There remain many sources of assistance for buyers needing help with the 3.5 percent downpayment, including many state and local government instrumentalities and nonprofit lenders.</span></p>
<p><span style="font-family: Arial; font-size: x-small;">In addition, </span><a href="http://www.ncsha.org/section.cfm/3/34/2920" target="new"><span style="font-family: Arial; font-size: x-small;">some state housing finance agencies</span></a><span style="font-family: Arial; font-size: x-small;"> have developed their own tax credit bridge loan programs, so buyers in states whose HFAs offer such programs can monetize the tax credit upfront to cover all or part of their downpayment. These programs are separate from what HUD announced today. </span></p>
<p><span style="font-family: Arial; font-size: x-small;">The first-time homebuyer tax credit was enacted last year&#8211;and improved upon earlier this year&#8211;to help encourage households to enter the housing market while interest rates are low and affordability is high. The credit is worth up to $8,000 and is available to households that haven&#8217;t owned a home in at least three years. The credit does not have to be repaid, and is fully reimbursable, so households can get their credit returned to them in the form of a payment.</span></p>

$9,877 = Mortgage interest paid (a loan of $150,000 for 30 years, at 7 percent, using year-five interest)<br />
$2,700 = Property taxes (at 1.5 percent on $180,000 assessed value)<br />

<p>$12,577 = Total deduction</p>
<p>Then, multiply your total deduction by your tax rate.<br />
For example, at a 28 percent tax rate: 12,577 x 0.28 = $3,521.56<br />
$3,521.56 = Amount you have lowered your federal income tax (at 28 percent tax rate)</p>
<p>Note: Mortgage interest may not be deductible on loans over $1.1 million. In addition, deductions are decreased when total income reaches a certain level.</p>

Thought I would share this research on raw land (acreage with no added improvements) sales starting with 2001-2008 in the town of Northeast (Millerton) and Pine Plains, Dutchess County, New York for anyone that relies on numbers to make a decision to purchase property in the future for investment or to build your dream house. Sellers, you should know what your competition has to offer. The first chart(scroll down) represents parcels of land sold up to 5 acres and the second chart, land sold over 5 acres. From the charts, 2002 represents the year with the largest number of land sales with 2004 next. As one can see from the chart, sales remained steady with the average per acre price increasing thru 2007. With only one closing in 2008, the per acre priced declined considerably. Currently on the market are 8 parcels of raw land in the towns of Northeast and Pine Plains with an average asking price of $129,112, average size lot is 2.52 acres, average asking price per acre is $51,235 and 6 parcels of raw land, average size lot is 40 ac, average asking price is $622,937.00($15,573.00 per ac).<br />
Unless current asking prices are more realistic these towns may not have one sale this year. With only one land sale in 2008, nothing set to close in 2009 and the price of land has not dropped substantially one would ask when the seller’s asking prices will become more realistic.<br />
Here are my thoughts. There is a shortage of residential building lots. With only 14 parcels available in two towns, the law of supply and demand would normally apply. Not in this current market. Buyers are reluctant to part with cash (if available) unless they find an absolute bargain. Building cost is still high. Prices of residential homes have decreased making that a more affordable and bankable option. Financing raw land is very difficult.<br />
So, sellers, if you want to entice a buyer to purchase your land this year, you should take a look at the current market conditions and consider lower the asking price. However, if you are a seller that does not need to sell, sit tight, wait for the market to recover and hold your price.<br />
